For me the best anime dealing with bullying is A Silent Voice. The main character, Ishida, bullies a deaf girl, Nishimiya, in grade school, and when she leaves the school because of his constant bullying, his classmates turn on him, and he ends up being bullied the same way he bullied Nishimiya. What I like about this anime is it starts off with the theme of bullying, but ends with the theme of redemption and forgiveness, rather than revenge and death like most other anime dealing with bullying.
